1. What exactly is zero based budgeting?
Zero based budgeting means that department heads will be required to come in every year to justify the monies they want to spend. They will only be able to spend the taxpayers' money on the specific projects that they identify at the budget meetings. If it is not used for the designated project, the money has to be returned to the county.
2. How does the current budget work?
Money is allocated based on what was spent by each department last year and is increased based loosely on growth or increases in services.
3. Will zero based budgeting mean fewer services?
No, actually services will increase because money won't be wasted or spent on unapproved projects.
4. You say you want to have more realistic property assessments. Don't reassessments always go up?
Traditionally they have, but I want your property to be valued at the current market value. As we all know, home values are down. If you're like me, your home is currently assessed for more than you could sell it for today.
5. I've heard that you're against development. Is this true?
No. I'm all for development but I believe that it has to be planned and managed so that people don't end up with a huge store and blazing lights in their back yards. There are areas that are perfect for retail and industrial development but I feel that farmers shouldn't be pressured off of their land and people who buy homes in Jackson County shouldn't have to worry about losing those homes to uncontrolled growth.
6. I'm getting tired of the County Commissioners doing things behind closed doors or putting an issue on the ballot and then ignoring our votes. How do I know that you'll be different?
Number One, I believe in the Georgia Sunshine Laws that state that government agencies are legally bound to open government. I have a record of making sure that government has always been open. I am proud to say that I have spent my whole life serving this country, both as a marine in Vietnam, as an Army reservist with 39 years of service and as a police officer. I believe in telling the truth and standing by my convictions. And I believe in YOU, the good people of this county.
